Volunteer Deputy Registrar (VDR)

Empowering citizens to vote through voter registration and education is a vital part of the mission of the League.

Volunteer Deputy Registrar Training

To be eligible to register voters in Texas, you must

Qualify by being:

  1. 18 years are older
  2. A resident of Texas and a U.S. citizen
  3. In full possession of mental faculties
  4. In good standing with the law

In addition, to become a certified Volunteer Deputy Registrar (VDR) you also must

  1. Study the Volunteer Deputy Registrar Training Presentation and sample VDR Examination. (Please note that the 2021 Special Session may cause changes to be made in the VDR Training manual. But this is the currently applicable training manual and you can still use it to test and become a certified VDR.)
  2. View the League's training video.
  3. Take the test at the Hays County Elections Office (or other county's election office) for becoming a VDR. You will be allowed to review the manual during the test, however much of the test involves application questions.
  4. Make a passing score.

Certificate and Length of Term


The Volunteer Deputy Registrar certificate will be issued to each volunteer who passes the test and is good through December 31 of the next even-numbered year. To get a new certificate after their term ends, the VDR must retake and pass the test again.

Each certificate is numbered and VDRs should write their certificate number in the appropriate place on the VDR-assisted voter registration applications they submit.


Appointment Limitations


Your appointment is only good for the county in which you have tested, although you can find training which will allow you to qualify, after testing, to register voters in more than one county. If not certified in a particular county, you may not help voters register without a VDR certified in that county who will be the one to sign applications and take charge of them.

Your appointment as a Volunteer Deputy Registrar is a position of public trust. Part of the responsibilities inclu
de careful guidance through the sections of the application and a review for completeness. The VDR-handled voter registration applications must be hand-delivered by the VDR or another certified VDR to the correct Elections Office. For Hays County voter registrations, VDRs will need to complete the Hays County VDR Voter Registration Log (more information below).

To volunteer to help register voters as a VDR or assistant:

Voter registration is a vital and ongoing activity of the League. Volunteer Deputized Registrars (VDRs) are a crucial part of that. But other assistance is invaluable as well and VDRs can work in tandem with those who are not certified VDRs as well.

New Hays County VDR Receipt Log


Each VDR who is submitting Voter Registration applications now must accompany it by your personal Hays County VDR Registration Receipt Log (attached). It calls for each VDR to list the name of the person completing an application, the date of the application and a receipt number.  

Each VDR at an event completes the form for the people they assist, manually adding a number to the receipt given to the applicant. For example if you register 4 people at an event, number the receipt given to the applicant #1, #2, #3, and #4. See more details below. Whoever submits the applications to the Elections office will submit the completed form for each of the VDRs who were at the event and assisted someone with an application.

Again, each VDR attending a Voter Registration event completes the form for the people they assisted and uses their own set of numbers. Turn it in with the batch of voter registration applications registered at your event on a particular date.


How Do We Handle This Receipt Log?

  • List the names of the people you register on the log (which is numbered 1-20), adding the date and a “receipt #” that starts with 1.
  • Add the receipt number to the REGISTRATION RECEIPT at the bottom of the white Texas Voter Registration Application before you hand it to the voter. If you are using a yellow voter registration application, write “Receipt # ____” on the yellow receipt you give to the voter. (There is no printed “Receipt #” on the older yellow forms.)
  • Print your name at the top left and your VDR # at the top right of the page, sign at the bottom when you finish your day of registering voters, and indicate page # of how many pages you have if you use more than one page.
  • Keep the turned in voter registration applications in the same order that they are listed on the receipt log if at all possible.
  • Turn in the log with the voter registration forms when you are ready to do that (no later than 5pm on the 5th day after you receive them).
  • IMPORTANT: You do NOT have to keep track of the receipt numbers after you turn in a batch of voter registration forms and the accompanying receipt log(s). Simply begin again with “Receipt #1” on a blank log on the next day you are registering voters.

Note: The Hays County Elections Office adopted this policy to comply with state-mandated procedures.

Hays County LWV Voter Registration and Event Form

The League collects some basic information on every voter registration event. The League volunteer organizing the Voter Registration Event is asked to complete the Hays County LWV Voter Registration and Event Form. The League collects information on the number of youth, new citizens, and other voter applicants registered during the event. Also, we collect the number of VDRs and other volunteers who worked during the event, along with the total volunteer hours.  Local Leagues gather that information and report the totals in those categories to the national LWV.
